I saw this rider in the courtyard of Somerset House, London, taking a good look at pretty much everything there. We chatted for a bit and he let me take a couple pictures. He never mentioned driving a taxi, but it would definitely seem he's learning "the Knowledge," London sites, roads, and traffic patterns needed to get a license to operate a cab in the city. It's an amazingly difficult test, taking an average of 34 months to pass the test (according to Wikipedia). I was particularly taken with the cold weather outfitting on the scooter and the duct tape.
